Media Code of Conduct
I understand that the World Scout Moot is a global Scout event attended by young people from over 100 countries. This means that the Moot is a multicultural event with diverse beliefs, religions, different ways of thinking, eating and dressing. What unites us is a common ideal: to live the spirit of Scouting.
As a visitor/professional at the 16th World Scout Moot, I commit to making the Moot experience the best it can be for everyone who attends.
Therefore,
I agree to the following Code of Conduct, which is based on the Code of Conduct for the 16th World Scout Moot event:
1. Legal Compliance:
- I will obey all Portuguese laws and regulations.
2. Respect and Ethics:
- I understand that I must uphold Scouting values, ensuring that coverage is respectful, inclusive, and positive.
- I will ensure that all publications and broadcasts are accurate, respectful, and do not distort the reality of the event or its participants.
3. Drug and Alcohol Policy:
- During my visit to the Moot, I will adhere to the Moot Drug and Alcohol Policy as stated by Portuguese Law.
- I will not smoke outside designated areas, nor use or provide any narcotic substances.
4. Identification and Access:
- I understand that Press and Media professionals must be accredited to enter the campsite, without exception.
- I know that Press can register for accreditation in advance online, through the link https://forms.gle/4oRJT6UgDDy41Wy4A , or on-site at the Moot Press Centre located near the main entrance.
- I know that Press must be part of an official press tour or accompanied by an International Service Team member at all times while on the campsite.
- I will wear my official media ID and the badge provided by Moot Press Team at all times, unless safety requires its removal.
- I will dress appropriately for a Scouting event (no offensive logos, overly formal attire, or clothing that may stand out disruptively).
- I will comply with all restrictions on access to different areas of the camp and will only enter other areas if authorised and accompanied by a member of the Press Relations team.
5. Behaviour:
- I will not act in any way that can cause an argument or conflict.
- I will never participate in or encourage speech that is hurtful, hateful, demeaning, or judgmental of others.
- I will not engage in any harmful or violent actions, fighting, or physical altercations.
6. Environmental Responsibility:
- I will keep all areas of the Moot site clean and follow recycling policies.
7. I am aware that all media representatives (journalists, photographers, videographers) must follow these rules:
- No filming/photography in participant-only areas without prior approval of Press Relations Team.
- Interviews require participant consent and Press Support Team authorisation.
- No live streaming or drone use unless pre-approved by Press Support Team.
- I will not enter tents, restricted areas, or private sites unless invited, and I will adhere to all access restrictions both on and off-site.
- I will respect the confidentiality of all participants by not sharing personal details in accordance with data protection and privacy laws.
- I must observe good practices, such as: muting mobile devices while in meeting rooms and respecting the rules and policies of the venue.
8. Safe from Harm Compliance:
- I will promote, comply with, and be accountable to all elements of the Safe from Harm training to ensure a safe Scouting environment at the World Scout Moot.
- I will not cause any harm to another person’s physical, emotional, or psychological well-being and integrity.
- I will not engage in abusive behaviour towards others and will do my best to prevent any form of abuse.
- I will always be respectful and refrain from engaging in any form of harassment, bullying, or discrimination.
- I will never engage in any ambiguous relationships with young people and recognise that sexual relations with anyone under 18 years of age are strictly forbidden.
- I recognise my duty to protect participants at all times, in accordance with the Code of Conduct, the rules of the Moot, and the World Safe from Harm policy.
- I understand and recognise my duty to report any potentially harmful or abusive situation that I may witness or experience.
By adhering to these guidelines, I contribute to a positive, safe, and respectful environment for all participants at the World Scout Moot 2025.
Non-Compliance & Consequences
Failure to follow these guidelines may result in:
- First Violation: A formal warning from the Press Support Team.
- Repeated Violations: Revocation of media access and removal from the event site.
- Serious Breaches (e.g., unauthorised filming in restricted areas, participant privacy violations): Immediate removal and potential blacklisting from future Scouting events.
