Code of Conduct


As an adult and a Scout at the 16th World Scout Moot, I commit to making the Moot experience the best it can be for everyone who attends.
I agree to the following Code of Conduct: 

 

 

1.Scout Promise and Law: 
1.1. I will follow the Scout Promise and Law at all times during my travels and throughout the event.

2.Legal Compliance: 

2.1. I will obey all Portuguese laws and regulations. 

3.Representation of the World Scout Movement: 

3.1. I am aware that I represent the World Scout Movement and will act appropriately at all locations where the Moot will occur. 

4.Consideration and Respect: 

4.1. I will be considerate and respectful of others. 

4.2. I will be respectful and considerate of other cultures and religions. 

4.3. I will dress appropriately for a multicultural environment. 

5.Drug and Alcohol Policy: 

5.1. During the Moot period, I will adhere to the Moot Drug and Alcohol Policy as stated by Portuguese Law: 

5.1.1. I will not consume alcohol in excess of the allowable limit for vehicle drivers. 

5.1.2. I will not smoke outside designated areas. 

5.1.3. I will not use or provide any narcotic substances. 

6.Prohibited Activities: 

6.1. I will not participate in any gambling activity. 

7.Identification and Access: 

7.1. I will wear my Moot scarf and ID at all times, unless safety requires their removal. 

7.2. I will comply with all restrictions on access to different areas of the camp and will only enter private tents if invited. 

8.Respect for Property: 

8.1. I will not steal, move, or take anything that does not belong to me, and I will respect other people’s property. 

9.Quiet Times and Behavior: 

9.1. I will respect the Moot quiet times. 

9.2. I will avoid serious behavior issues including dishonesty, fighting, and bad language. 

9.3. I will not act in any way that can cause argument or conflict. 

9.4. I will never participate in or encourage speech that is hurtful, hateful, demeaning, or judgmental of others. 

9.5. I will not engage in any harmful or violent actions, fighting, or physical altercations. 

10.Environmental Responsibility: 

10.1. I will keep the Moot and my personal site clean and follow recycling policies. 

11.Prohibited Items: 

11.1. I will not carry a knife with a blade longer than 10cm. 

11.2. I am aware that participants are not to enter the Staff Camp. 

11.3. I will not enter tents, restricted areas, or private sites unless invited, and I will follow all access restrictions on and offsite. 

11.4. I will not sell any items that are not approved for sale by the Moot organizers. 

11.5. I will adhere to the prohibition of drones, bikes, and fireworks. 

12.Safe from Harm Compliance: 

12.1. I will promote, comply with, and be accountable to all elements of the Safe from Harm training to ensure a safe Scouting environment at the World Scout Moot. 

12.2. I will not cause any harm to another person’s physical, emotional, or psychological well-being and integrity. 

12.3. I will not engage in abusive behavior towards others and will do my best to prevent any form of abuse. 

12.4. I will always be respectful and will not engage in any form of harassment, bullying, or discrimination. 

12.5. I will never engage in any ambiguous relationships with young people and recognize that sexual relations with anyone under 18 years of age are strictly forbidden. 

12.6. I recognize my duty to protect participants at all times, following the Code of Conduct, the rules of the Moot, and the World Safe from Harm policy. 

12.7. I understand and recognize my duty to report any potentially harmful or abusive situation that I may witness or experience.
 

By adhering to these guidelines, I contribute to a positive, safe, and respectful environment for all participants at the World Scout Moot 2025.

Any breach of this Code of Conduct, or any other conduct deemed to be inconsistent with the Scout Values, may lead to a range of measures against the offender, including (but not limited to) verbal warnings through to expulsion from the Moot without a refund and at the expenses of the individual.
