What is the World Scout Moot?

The World Scout Moot is an international Scouting event organized by the World Organization of the Scout Movement (WOSM) for young adults aged 18 to 25. It takes place every four years and promotes intercultural exchange, leadership development, and adventure activities.

Where and when will Moot take place?

Moot will be held in Portugal (Europe) from July 25 to August 3, 2025. The event will begin with an Opening Ceremony in Lisbon, followed by five days of Paths across different regions of Portugal. The final four days will take place at the Main Camp in Mata do Buçaquinho, Ovar, concluding with a Closing Ceremony in Porto.

Who organizes Moot?

Are vaccinations required?

No special vaccinations are required for Portugal, but all participants should be up to date on standard immunizations.

Will meals be provided?

Can participants bring their own food?

What is the expected weather during the event?

July-August temperatures: 20°C – 35°C. Occasional rain is possible, especially inland. Coastal areas (like Ovar) are cooler.

What precautions should participants take for the weather?

Hydrate regularly. Wear sun protection (sunscreen, hat, sunglasses). Bring a light rain jacket.

What should participants do in case of extreme weather?

Emergency shelters will be available, and real-time weather updates will be provided through the Moot App and event briefings. 4. PERSONAL SAFETY & SECURITY

How is security managed at the event?

Security will be ensured through: 24/7 security personnel at all sites. Restricted access to event areas (participants & staff only). Emergency response teams available at all times.

Can participants leave the event locations?

No, participants must remain within official event locations unless pre-approved by their NSO and the Moot organizers.

Can participants swim in the sea during Moot?

Yes, within rules. During the paths and main camp activities this can vary as it depends on the path. Some may have swimming as an activity with the presence of Professional Lifeguards and IST that will be working on these areas. Swimming at your own risk is NOT a possibility.

What happens if a participant gets lost?

Each participant will have an ID badge with emergency contact details, and help desks will be available at all key locations.

What should participants do in case of an emergency?

Remain calm and follow event staff instructions. Go to the nearest emergency point or security station. Contact their HoC or the event emergency hotline. 5. MENTAL HEALTH & WELL-BEING

Will there be mental health support?

Yes, trained mental health first-aiders will be available at the MainCamp to provide confidential support. Also the ‘Listening Ear’ service will be available in all event sites and moments.

What should participants do if they feel unwell or overwhelmed?

Speak to their HoC or a CMT member. Visit the medical center or well-being support area. Take time to rest and hydrate. Visit the Listening Ear.

What policies are in place for Safe From Harm?

All staff and volunteers will receive MANDATORY Safe From Harm training. A zero-tolerance policy for harassment, bullying, or discrimination is enforced. Participants can report any concerns to the Safe From Harm Team at designated support stations.

Is smoking and drinking alcohol allowed?

At the Moot, alcohol consumption is not permitted. Designated smoking areas will be available in the campsite, but smoking is prohibited in common areas. In Portugal, the legal age to purchase alcohol is 18, and it is illegal to sell or provide alcoholic beverages to anyone under this age. Similarly, the sale of tobacco products to individuals under 18 is prohibited, and there are restrictions on smoking in public places.

How many tents are there?

Well, a lot actually, but let’s focus on the 2 main ones. We’ll call them Activities Tent and Office Tent.

What are the working hours of the Activities Tent?

The tent will be available 24h to enter, however there will be a daily programme held in the tent during the day.

What are the activities in the Activities Tent?

There will be 4 main areas in the tent: a reading corner with a small library, a mini-cinema, a bord games corner and a hang out spot.

Who can access the Activities Tent?

ISTs, HOCs, Planning Team members as well as CMT members can access the tent.

Do I need to apply to the activities in the Activities Tent?

There will be a point in the center of the tent where you can apply for the activities. Some activities need sign up, others don’t. This is to avoid having too many people in one area and ensure that the activities are enough for all.

What do I need to be sure of before going to the Activities Tent?

That you’re not on a working schedule, that you obey scouts’ law and that you are kind to others.

What are the working hours of the Office Tent?

The tent will be available 24h to enter, however there will be hours during the night when you will need to call to be attended to..

What are the activities in the Office Tent?

Here you can manage the day to day issues that may come up. Lost and founds will also be located here.

Who can access the Office Tent?

All participants can go to the Office Tent. We’re here to be of assistance to you.

Do I need to apply to the activities in the Office Tent?

Sadly, no. We will work on a first come first served basis.

What measures are in place to ensure participant safety?

Moot prioritizes safety through: Medical teams and first-aid stations at all major locations. Strict emergency protocols in case of medical or security incidents. Safe From Harm policies to protect all participants. Collaboration with local authorities for enhanced event security.

Will there be trained medical professionals on-site?

Yes, professional medical teams, paramedics, and first-aid responders will be stationed at: Opening and Closing Ceremonies. Paths – through local health teams MainCamp (a fully equipped medical center).

What happens in case of a medical emergency?

The participant will be taken to the nearest medical station or hospital. Their HoC and NSO representatives will be notified. Parents/emergency contacts will be informed if necessary, in straight connection with the HOC.

What do I need to be sure of before going to the Office Tent?

When and where will Moot take place?

Moot will be held in Portugal (Europe) from July 25 to August 3, 2025. IST members will need to arrive earlier for briefing and training sessions, with the official IST arrival date set for July 23, 2025.

Who can apply to be an IST?

Anyone 26 years or older who is a registered member of a National Scout Organization (NSO) and meets the eligibility criteria for their NSO can apply to be part of the IST.

How many IST members will be needed?

How do I apply to be an IST member?

Applications are managed through each National Scout Organization (NSO). Interested volunteers should apply via their NSO and complete the required registration steps.

What is the deadline for IST applications?

The deadline for IST registration will be announced by each NSO, but early registration is encouraged due to limited spots.

How much does it cost to participate as an IST?

The IST fee varies by NSO and participant category. It covers accommodation, meals, event participation and logistical support during the Moot. Check with your NSO for specific pricing.

Are there financial aid options for IST members?

Can I choose my role as an IST?

During registration, IST members can indicate preferences for roles. However, final assignments depend on event needs and skills.

Will there be training for IST members?

Yes, IST members will have online pre-event training and/or on-site training upon arrival in Portugal. This training can happen on-line before the Moot and in person on the early days before the opening ceremony. 4. LOGISTICS & ACCOMMODATION

When should IST members arrive and depart?

Arrival: IST members must arrive in Lisbon by July 23, 2025, the entry point will be on Parque Tejo. Departure: IST members can leave after the Closing Ceremony in Porto, at the Jardins do Palácio de Cristal, on August 3, 2025.

Where will IST members stay?

During setup and training, IST members will stay in temporary IST accommodations in Lisbon. (camping at the opening site) During the event, IST members will stay in designated IST areas within the MainCamp in Mata do Buçaquinho, Ovar. IST that will act as Path Advisers will stay with the Paths in different locations

Will meals be provided for IST members?

Yes, all IST members will receive three meals per day (starting on 23rd july dinner) with options for dietary restrictions.

How will IST members travel between locations?

Can I bring my own tent?

Yes, IST’s must bring their own individual tents.

PARENTS

How will participants travel to Portugal?

Each contingent will arrange their own travel plans. Participants should coordinate with their NSO to determine their group’s flights and arrival details.

How will participants get around during the event?

Travel between locations will be provided by organized transport (trains & buses). Participants will be informed of travel schedules upon arrival.

Where will participants stay?

During Paths, participants will stay in temporary campgrounds, scout centres or local accommodation. During Main Camp, participants will stay in individual tents.

Will food be provided?

Yes, meals will be provided for all participants. Special dietary needs (vegetarian, vegan, halal, gluten-free and others) must be indicated during registration.

Can participants leave the event early?

Early departures should be arranged through the NSO and the Moot organizers. Emergency departures will be managed case by case.

Can participants arrive at the event after the opening ceremony?

How do I register?

Can I choose my Path?

How do we get around during the Moot?

When should I arrive at the entry point?

Participants should arrive on July 24th. Participants who wish to arrive before their official arrival date are welcome to stay at the campsite. Extra cost would apply. (contact your HOC)

Where will participants stay?

Participants will sleep in individual tents, organized by patrols. Each subcamp at the MainCamp will host around 1,000 people. Each participant should bring their own tent, as sharing may not be practical. Along the paths and at the main camp, individuals may end up in different locations.
